Executive Committee


The Executive Committee is constituted of (3) officers of the Board, two (2) at-large Board Members and four (4) standing committee Chairs shall constitute the Executive Committee. No less than four (4) members of the Executive Committee shall be representatives of the private sector. The Executive Committee shall be empowered to act, as necessary, on behalf of the full membership of the Board. At the next meeting of the full Board, the membership shall be advised of any action taken by the Executive Committee pursuant to this authority. This committee reviews issues that arise between scheduled Full Board meetings and on which action needs to be taken prior to the next Board meeting.

Patricia Evans | Chair

Capital City Bank

Patricia Evans, Capital City Bank president of Bradford and Clay counties is responsible for overseeing operations at the Starke and Keystone Heights offices. Evans graduated from the Florida School Of Banking in 2011 and has more than 15 years of experience in the industry. She enjoys working closely with her clients to build long-term relationships and developing strategies to meet their needs.

A dedicated community volunteer, Evans generously donates her time to assist with numerous community events. Currently, she serves on the Bradford County Development Authority Board, as the treasurer of the Women’s Club of Starke and the president-elect of the Kiwanis Club.

Inspired by passionate people making positive changes, Evans’ heroes are her parents. “I grew up watching my parents, despite at times working two jobs and mom going to school at night, always finding time to be with me and volunteering at events so that I could participate,” she says. “They taught me to look for and be appreciative of the little things. Wake up every day and find something to be thankful for. Appreciate nature and to always show respect for everyone because you never know what they may be going through.”

Don L. Davis | Past Chair

Capital City Bank

Following graduation from the University of Florida, Don Davis began his banking career in Gainesville with Barnett Bank. He is currently President, Capital City Bank’s Gainesville Market. Davis is a graduate of Leadership Gainesville and Leadership Florida. His interest in sports and fitness are reflected in local organizations devoted to sports and fitness. He is a past Captain of the Gainesville Quarterback Club, former board member and Treasurer of the Florida Track Club and currently serves as a Trustee for Gainesville Area Rowing and on the board of the University of Florida’s Public Health and Health Related Professions.

Davis takes special interest in energy efficiency and solar project financing. He currently serves on the boards of the Florida Alliance For Renewable Energy and The Heart of Florida Chapter of the US Green Building Council. Davis is also interested in local history, specifically related to Newberry and the Phosphate Industry. Davis and his wife, Sandy, have a daughter, Noel, who is married to Tripp Miller and lives in Jacksonville, Florida.

Linda Tatum | Bradford County Member At Large

Tatum Brothers Lumber Company

Linda Tatum is the CFO of Tatum Brothers Lumber Company, a hardware and lumber store started in 1969. Tatum is a familiar face to many organizations in the Bradford County area. Feeling blessed with opportunities, she strives to give back to her community and make it possible for others to succeed.

Tatum has been active with CareerSource NCFL since 2001 and served as Chair in 2010. In 2002 she won the J.E. Tomlinson Business Person of the Year award. In 2005 Tatum was named the Pat Farnsworth Workforce Person of the Year award, and she was also awarded the Women of Distinction Award by Santa Fe Community College.She is active in Relay for Life, SHIP, Guardian Ad Litem, Communities in Schools and is a mentor for the Take Stock in Children.

Tatum and her husband of 55 years, Tom, have two sons, one daughter, and five grandchildren. She also serves as a guardian ad litem, where she has seen firsthand the difference one person can make and encourages others to do the same. Proud to be a part of organizations that make a difference, Tatum is inspired by helping others.

Frank McGeown | Alachua County Member At Large

Star Import Services

Frank McGeown is the owner of Star Import Service, Gainesville’s only exclusively Mercedes service shop. McGeown has been in business for more than 30 years. He has received Mercedes-Benz highest recognition of achievement the Star Technician Award twice. He is the previous board chair of CareerSource North Central Florida, and he serves on the Santa Fe College Automotive Technology Advisory Committee and the City of Gainesville’s Board of Adjustment. McGeown is president of the North Central Florida Automotive Service Association for more than 20 years and served as president for 10 years of the Gatornationals Booster Club, an organization to promote the Alachua County and the impact it has on our community. McGeown is a decorated Viet Nam veteran.

Jim Painter | Chair, Legislative

Painter Masonry

Jim Painter is the vice president and CEO of Painter Masonry, Inc., a fine masonry company for commercial, industrial and institutional buildings in North Central Florida since 1968. A former board chair, Painter has served on the CareerSource NCFL board since 2003. In 2013, Painter was named Builder of the Year by the Florida Home Builders Association and received the Masonry Association of Florida Chairman’s award. He was appointed to the Florida Concrete Masonry Educational Council by Florida Governor Rick Scott in 2014. A former Gainesville mayor, Painter has also served as a Gainesville City Commissioner, president of the Builder’s Association of North Central Florida and chair of the Santa Fe Endowment Corporation, an organization aimed at providing scholarships to Santa Fe College students.
