Dear Prospective Providers:
CSNCFL is the workforce development agency for Alachua and Bradford Counties and manages youth services at the career centers for the North Central Florida Workforce Development Board, funded through the Workforce Development Act of 2014 (WIOA). WIOA requires that a youth service provider be procured to facilitate and coordinate youth services among the WIOA legislative business partners.
CSNCFL is seeking quotes from interested organizations that meet the specifications outlined in the Request for Proposals available for download by clicking here. The application package can be downloaded by clicking here. Agreements entered into will be for one (1) year with possible four (4) annual renewals. Proposals must be submitted no later than 4:00 p.m. on March 11, 2022. Late quotes will not be accepted.

Question # 1
I am a bit confused about something on page 11 of the RFP. “The proposer must develop an on-line application that will go live in January, 2022 and will track and enroll the youth on a first come first serve basis. The online application and an eligibility packet, which must be completed by the youth, must be ready to go prior to January 5, 2022.”
1 – This feels backwards to me for the first year of the program. We would still be working on the proposal and won’t know if we get the funds so it seems wrong to make the youth jump through the hoops to apply and complete an eligibility packet. I can understand that this should be in place for the 2nd year of the program. Am I misunderstanding this?
2 – We were thinking of identifying 50 students in our CTE programs that meet the eligibility requirements and offering the summer training option to them ($12/hour for 30 hours a week). This would contradict the “first come first serve’ criteria so I assume we can’t do that?
Our offices are closed after this Friday and won’t be open again until January 3 so this January 5 deadline may not be feasible at all.
